The top New York Times lead headline read: U.S. Decides to Veto Vietnam’s Request for UN Membership, citing Hanoi’s resistance to “account for all missing Americans shows it lacks commitment to peace.”

In other news, page 37’s National Park Fund Raised by Congress detailed a measure raising a $300M ceiling to $600M in FY78, $750M in FY79 and then $900M annually through FY88 to “acquire land for national parks and recreation areas.”
